As an investment arm of the Sabah State Government (SSG), WHSSB was incorporated with the following objectives:-
To act as a catalyst for the economic development of various industrial sectors covering banking and finance, properties and real estate development, manufacturing, tourism, agriculture, timber and wood based industries, et cetera.
To act as a corporate vehicle for SSG to venture overseas and in greenfield projects as well as bringing in ventures/resources from other state in Malaysia to Sabah.
To act as a vehicle for wealth distribution to the general population of Sabah.
To assist and promote the development of small and medium industries (SMIs) in the State and encourage the participation of bumiputras in the business sector.
Strategic Planning
In achieving the said objectives, WHSSB at all times endeavour to adhere to all state and national economic policies. This is accomplished, among others, by the following:-
Injection of selected SSG quoted and unquoted investments into WHSSB.
Promote and encourage participants by local and non-Sabahan companies as well as foreign companies in projects on joint-venture basis.
Seek and explore commercially viable business opportunities.
Foster a strong and healthy entrepreneurship spirit among the subsidiaries.

WTSB is entasked with the role of identifying viable businesses and trading activities for the holding company.
WHSB Property Development Sdn Bhd (WPD)
WPD is the holding company’s vehicle in identifying and implementing viable projects through the formation of strategic partnerships or joint ventures.
WHSB Plantation Sdn Bhd (WHSBP)
WHSBP was incorporated to assist the holding company to identify and develop strategic crop or agricultural activities that are deemed essential to meet the needs of the growing population in Sabah.
Current & Further Activities
In line with its objective as an investment holdings company of Sabah State Government (SSG), WHSSB has acquired a number of quoted and unquoted investments of SSG which includes the SSG’s equity investments and assets in the aviation or airlines industry, banking and finance industry, telecommunication, tourism and health services industry.
Besides serving its traditional role of investment management and holding, WHSSB has begun to venture actively into the construction and property development sectors particularly in infrastructure development projects such as telecommunications, ports and water supply development projects to boost the economic development of the State. This diversification process aims to fulfil its corporate objectives to facilitate economic progress and development for the benefit of the SSG and the people of Sabah.
WHSSB is also actively looking into business opportunities that have remained untapped by local entrepreneurs in the manufacturing, plantation and other high technology sectors both on its own as well as with capable joint-venture partners or through the formation of strategic partnerships to enable the transfer of technology and knowledge for the benefit of the State.
